Dr. Juliana Lim champions ISO/IEC 17024 Certification of Persons, advancing upskilling, cross-skilling, and reskilling to enhance workforce capability and global recognition. She is the Founder and Managing Director of IPEC Bureau, a Certification Body accredited by the Department of Standards Malaysia under the Ministry of Investment, Trade and Industry (MITI), established with the vision of making competency recognition more credible, accessible, and globally relevant.
In 2015, she launched the “Are You Certified?” ISO/IEC 17024 awareness campaign in conjunction with Malaysia’s ASEAN Chairmanship, as part of a broader mission to promote ASEAN’s free movement of skilled workers. Through this initiative, she advocates accessible competency standards that support greater recognition, talent mobility, and shared advancement across the region, echoing the aspiration of “ONE ASEAN AND GLOBAL RECOGNITION FOR ALL.”
In advancing regional collaboration, she led the APEC Capacity Building on ISO/IEC 17024 Certification of Persons to Support People-to-People Connectivity and Talent Mobility in 2019, bringing together 21 APEC economies, where standards became not merely a technical framework, but a bridge connecting people and opportunity. Her current work also spans Sabah’s Blue Economy agenda, bringing strategic quality infrastructure perspectives aligned with global standardisation, certification, and evolving trade priorities shaped by the World Trade Organization and the World Bank. She positions standards not merely as technical requirements, but as enablers of talent mobility, economic resilience, and regional cooperation.
